DEVELOPMENT SERVICES ENGINEER
Pay Grade: 28 FLSA Status: Exempt Job Group: Managerial (M) Class Code: D023 Effective Date: 7/01 Revision Date: 8/03, 7/05
Classification Summary: The primary function of an employee in this class is to perform senior level professional engineering work in the Civil Engineering Plan Review Section, applying both engineering and supervisory principles and practices; maintaining schedules of reviews, formulating policy and code in conjunction with the City Engineer and Legal Department; maintaining and issuing encroachment permits and offsite permits, buy-in and buy-back agreements; managing and supervising review contracts and contract engineers. Work involves the use of a full range of engineering techniques to interpret original designs and applicable regulations.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. Supervises Civil Engineering Review section, including capital improvement plans, site development plans, subdivision, encroachment permits, buy-in and buy-back agreements; Formulates policy and standards as they relate to Public Works and civil design issues; Interprets codes and policies; Corresponds via e-mail with City personnel who have inquiries regarding section issues; disseminate information daily to staff on various issues related to civil design issues; Responds to telephone inquiries regarding review schedules, review discrepancies, review questions, policy, and code; Participates in meeting involving engineers, developers, and city personnel relating to section issues; Conducts section staff meetings to convey management information and to discuss policies and procedures relation to section issues; Researches section information for management, including plan review status, policy, proceedings, engineering and review issues; Reviews environmental studies, encroachment permits, wastewater reuse; Serves as senior managing engineer in the development and implementation of goals, objectives, policies, and priorities related to the development and review of plans; Coordinates and supervises the review of all plans for compliance with adopted municipal master plans, engineering fundamentals, and other City requirements; Prepares engineering computations, drawings, analyses, and recommendations; Participates in the preparation, revision, updating, and distribution of design standards, details, and specifications; Ensures projects are reviewed for compliance with federal, state, and local laws, codes, ordinances, and regulations; Negotiates and administers contracts for outside consulting services for civil engineering services, construction management, job orders, and other professional services; Confers with engineers, architects, developers, citizen groups, and other public agencies to acquire and provide information; Prepares and monitors operating budgets for area of responsibility; maintains records and reports as required; Hires, plans, directs, monitors, and evaluates the work of professional and non-professional employees; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Current engineering design, construction, and maintenance functions; Municipal infrastructure master plans and implementation; Interpretation and enforcement of federal, state, and local requirements associated with civil engineering requirements; Urban development, including aspects of subdivision and site development; City policies and procedures and state requirements for civil engineering projects; Civil and structural engineering principles relating to design and construction; Engineering plan review procedures; Municipal, state, federal, and other local codes relating to design, construction, and contracting; Project management procedures, objectives, principles, and methods; Research and analysis techniques; Contract negotiation and administration; Supervisory, evaluation, and employee training methods; Operation of standard office equipment and a personal computer and job-related software applications; English grammar, spelling, and punctuation.
Ability to: Communicate effectively with City staff, developers, consultants, and the general public; Coordinate and complete multiple projects, ensuring comprehensive oversight of each project phase and detail; Maintain a professional demeanor during stressful situations; Compile reports from a wide variety of sources and transmit data; Respond to citizen and news media requests in a courteous and effective manner; Understand and follow oral and/or written policies, procedures, and instructions; Establish and maintain effective working relationships with City leaders and staff, developers, contractors, and the public; Make sound and reasonable decisions in accordance with laws, ordinances, regulations, and established procedures; Hire, supervise, train, and evaluate subordinate staff; Operate standard office equipment including a personal computer using program applications appropriate to assigned duties; Operate a motor vehicle; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Supervision Received: The work is performed under the general direction of the Development Services Manager.
Supervision Exercised: This position supervises professional, para-professional, and customer service staff.
Minimum Qualifications: Bachelor’s Degree in an Engineering field; and Registered Professional Engineer in Arizona; and Five (5) to seven (7) years experience in project management, including two (2) years supervisory experience; and Valid Arizona Drivers License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.
Work Environment: The duties of the position are performed in an office and field environment.
