Job Description
DEVELOPMENT PROJECT ADMINISTRATOR

General Statement of Duties
Performs complex development project management and administrative duties; provides permit and project development assistance to development clientele and the general public; performs related work as required.

Classification Summary
The primary function an employee in this class is to manage, facilitate, and monitor private property development projects that require public hearings, and those that are highly visible and complex. The work includes acting as a single point of contact for assigned projects throughout the planning, review, permitting and inspection process; coordinating reviews and related issues between Planning & Development Department divisions as well as other departments; developing and monitoring review schedules; and facilitating the resolution of issues regarding development projects. The work is performed under the general direction of the Assistant Planning and Development Director, but considerable leeway is granted for the exercise of independent professional judgment, initiative and decision-making. Additionally, this employee may supervise professional and administrative, clerical staff as needed. The principal duties of this class are performed in a public building environment.

Essential Duties and Responsibilities (may vary with specific positions, this list is not exhaustive and may be supplemented as necessary):
Manages, facilitates and monitors private property projects throughout the development process;
Serves as a single point of contact between City staff and development clientele;
Establishes and monitors project review schedules;
Facilitates complaint and problem resolution, mediates issues between departments;
Develops and maintains project records;
Provides general information regarding the development process to development clientele, City staff, and the general public;
Performs business process analysis and recommends changes to policies and procedures to improve the development review process;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities
Knowledge of:
Principles and practices of project management;
Municipal planning, plan review, permitting, and inspection processes and procedures;
Municipal, state, federal and other codes relating to design and construction;
Principles and practices of conflict and problem resolution;
Principles and practices of continuous process improvement;
Current supervision and evaluation techniques;
Effective team building techniques;
Municipal administration practices and procedures.

Ability to:
Establish and maintain effective working relationships with city staff, developers, and other agencies;
Communicate clearly and effectively with city staff, development clientele, and the general public;
Coordinate multiple projects, providing comprehensive oversight and documentation;
Apply the principles and practices of conflict and problem resolution to aid in the successful completion of development projects;
Identify, communicate and negotiate the resolution of complex issues;
Develop and implement policies and procedures to expedite the development review and permit process and enhance customer service;
Express ideas, both orally and in writing, to a variety of audiences, including public officials, managers, other city staff, developers, contractors and the general public;
Operate a motor vehicle;
Prepare oral and written reports and maintain system tracking and performance records;
Operate standard office equipment and a personal computer using program applications appropriate to assigned duties.

Acceptable Experience and Training
Bachelors degree in urban planning, engineering, public or business administration or a related field; master’s degree is preferred;
Five (5) years’ experience in planning, civil engineering, development review, or construction project management or a related field; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications
Valid Arizona Driver’s License.

Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents, blueprints, and diagrams, and move across rough terrain;
