Job Description
DIRECTOR, HUMAN RESOURCES DIVISION    

Pay Grade: 32                 FLSA Status: Exempt        
Job Group: Managerial (M)            Class Code: D028

Classification Summary:
The primary function of an employee in this class is to plan, develop and implement human resource programs in the areas of recruitment, compensation, classification, employee services, training and development, employee relations, benefits and safety. This position performs all duties in accordance with the City Charter, City ordinances, the City’s personnel rules, and Federal and State regulations.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Plans, develops and implements new programs in the areas of recruitment, benefits, safety, compensation, training and development and employee services;
Directs the administration and operation of the Human Resources Division;
Plans and implements improvements to enhance Divisions operational effectiveness;
Assists supervisor, managers and employees on resolution of employee issues or disciplinary actions;
Interprets and explains Personnel Rules and Federal and State regulations to Department Heads, Managers, and Supervisors and other employees;
Works with employees on employee relations, including employee rights under grievance and appeal procedures;
Conducts studies in various areas that affect City employees and prepares recommendations for changes in City policy or programs;
Reviews State and Federal legislation, court decisions, administrative rulings and related matters to determine if City human resource practices and polices are in compliance with relevant laws;
Consults with City Manager and/or Department heads on a variety of issues and assists in their resolutions;
Identifies opportunities for technological advancement and implements any changes to enhance the applications managed by Human Resources;
Directs and monitors development of test procedures, classification and compensation plans;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Modern supervision and evaluation techniques;
Principles and practices of public personnel management;
Principles and practices of recruitment, benefits, safety, compensation, training and development;
Federal, State and local regulations, practices and policies, including EEO/Affirmative Action, Fair Labor Standards Act, Americans with Disabilities Act, Family and Medical Leave Act, Age Discrimination in Employment Act;
The operation of a personal computer and various software applications for word processing, spreadsheets, etc.;
Modern public relations practices and techniques.

Ability to:
Manage and lead a major City division;
Supervise and evaluate the work of subordinate personnel;
Review and evaluate City programs and policies, and develop and implement new processes;
Plan, coordinate and implement divisional programs;
Perform research and make sound recommendations;
Formulate reports, compose correspondence, and effectively communicate with all levels of staff and the general public;
Work cooperatively in a team environment with managers, supervisors, and other City employees;
Establish and maintain effective working relationships with other City employees, supervisory personnel, and the public;
Operate a personal computer and related software such as word processing, spreadsheets, etc.;
Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.


Supervision Received:
The work is performed under the general direction of an Assistant City Manager.

Supervision Exercised:
Supervision is exercised over the entire Human Resources Division’s functions and staff.

Minimum Qualifications:
Bachelor’s Degree in Human Resource Management, Personnel Administration or related field; and
Six (6) to eight (8) years of general human resources experience, with five (5) years of supervisory experience; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desired Qualifications:
Previous municipality experience.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, hear within the normal range of conversation, and carry on telephone communication;
