Job Description
DIRECTOR, ECONOMIC DEVELOPMENT DIVISION

Pay Grade: 31                 FLSA Status: Exempt

Classification Summary:
The primary function of this employee is to manage and direct the Economic Development Division, implementing and supervising the division’s program to increase and diversify the City’s economic base by targeting and attracting new businesses and assisting existing businesses in expansion.

Essential Functions:

Directs, implements, manages, and supervises the programs, operations, activities, budget, and employees of the Economic Development Division, directing the Economic Development Master Plan, charged with increasing and diversifying the City’s economic and tax base by attracting new business and industry and assisting existing business in expansion;
Performs economic development and planning duties to implement the City’s goal of broadening its retail, commercial, and industrial base;
Coordinates with City administrative and management staff on city policy issues;
Facilitates the City’s economic development and expansion objectives;
Directs the marketing and recruitment efforts in the Downtown Redevelopment program;
Supervises and coordinates activities of staff employees;
Prepares and monitors the division annual budget;
Prepares and implements the marketing plan, developing methodology to target businesses for recruitment and developing marketing strategy and materials;
Represents the City as a liaison in local and regional economic development, retail, business, marketing, Chamber of Commerce, and related associations and at meetings, conferences, and trade shows;
Directs department responses to customer inquiries, directing the planning, research, and marketing responses;
Supervises preparation of information packets including economic, statistical, financial, population growth, demographic, and other information for dissemination to clients;
Provides site analysis information, including demographic, tax, fee, development, and related information;
Assists existing businesses in preparing marketing and revitalization programs;
Maintains records and data bases of business prospects and contacts;
Presents oral and written reports to city agencies and the city council, economic development interest groups, other interested parties and groups, and the public;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles, procedures, and strategies of economic and community development and analysis in a government environment, planning and zoning, demographics, economic trends, forecasts, impacts, and related principles and procedures;
Marketing and research methods, principles, and procedures;
Statistical and financial analyses and presentation;
Database development, maintenance, and presentation;
Computer software and applications related to land use and economic planning and development procedures;
Local, regional, and federal economic development programs and policies, including grants and other funding sources;
Supervisory skills, employee evaluation, and training methods;
Municipal budgeting procedures.

Ability to:
Follow written and oral instructions;
Read and interpret economic, marketing, statistical, and analytical documents, reports, research material and information, blueprints, and maps;
Prepare oral, written, and graphic reports, documents, brochures and pamphlets, maps, and related planning and economic development documentation;
Plan and implement economic development programs and marketing strategies;
Negotiate and monitor contracts and development agreements;
Establish project priorities and manage diverse and numerous ongoing projects;
Operate standard office equipment including a personal computer using program applications appropriate to assigned duties;
Communicate effectively and establish and maintain effective working relationships with other City departments, the public, developers, customers, citizen groups and other employees.

Supervision Received:
The work is performed under the general direction of an Assistant City Manager.

Supervision Exercised:
Supervision is exercised over the entire Economic Development Division functions and staff.

Minimum Qualifications:
Bachelor’s Degree in Economic Development, Public or Business Administration, or a related field.
Six (6) to eight (8) years experience in economic development, marketing, or a related field required; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
Masters Degree.

Work Environment:
The primary duties of this class are performed in a public building environment and may include occasional field inspections.

Essential Physical Abilities:
Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone, and communicate with other employees and the public;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents and blueprints;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and to make adjustments to equipment;
Sufficient body mobility, flexibility, and balance, with or without reasonable accommodations, which permits the employee to work in an office environment and perform field inspections.
