Chandler General Plan

The Chandler General Plan was adopted by the Chandler City Council on November 1, 2001, and was approved  by City voters on March 12, 2002. 

The Chandler General Plan is an expression of the community’s long-term intentions regarding the future development and physical form of the community.  It contains maps, goals, objectives and policies that are  used to coordinate and implement land use decisions which in turn impact infrastructure, parks, recreation and open space, city services, housing supply and affordability, as well as public resources such as air and water.

 

The Chandler General Plan includes fifteen elements that, taken together, provide a blueprint for growth and development that will enhance the life of Chandler residents and businesses.

The Planning staff makes professional recommendations to the Planning & Zoning Commission, the Board of Adjustment, and the City Council on all applications submitted by the development community, or the public.    All recommendations are based on conformance with the Chandler General Plan.

General Plan Amendments

The General Plan is the foundation upon which all development decisions are based.  An amendment to one element may affect several other elements of the General Plan as they are all interdependent upon each other to some extent.  Thus, any proposed amendment will require a thorough analysis and could require several studies (i.e. economic study, traffic impact study, fiscal impact analysis) depending on the specific circumstances of the proposal.  Land use amendments may be proposed to the designations of specific properties as shown on the Land Use Map, or to textual language in the General Plan.  Evaluation of requested General Plan amendments entails reviewing the conformance of the proposed amendment with applicable General Plan goals, objectives and policies.  If a proposed amendment is not consistent with specific goals, objectives and policies, then all relevant goals, objectives and policies need to be re-examined and included in the proposal as part of the amendment. 

 

The process for a General Plan amendment is regulated by Arizona Revised Statute 9-461.06.  Procedural requirements for  a "Major" General Plan amendment are more extensive than amendments that are not considered to be a "Major" General Plan amendment (Minor General Plan amendments).  Criteria defining a "Major" from a Minor is provided on page 32 of the General Plan (in the Land Use Element) as well as in the application for the "Major" General Plan amendment.  Please read the criteria carefully and consult the General Plan Coordinator at 480-782-3059 before beginning the process.

Area Plans                                                                                                                                         

Area plans implement the General Plan Goal to "Acknowledge the differences of each part of the City and implement strategies which best fit the planning needs of each."  These area plans implement the General Plan and provide more detailed information than the General Plan about land use in specific areas.  Area plans also include broad goals, objectives and policies for specific areas that are appropriate for inclusion in the General Plan.

 

It is important to note that this is not a complete list of area plans, and there are several other area plans that have been approved and are considered implementation tools  of the Chandler General Plan.  Contact a city planner at (480) 782-3000 to verify which area plan(s) apply to a specific property or a general area.

 

Hard copies of these area plans are available for view and/or purchase at our office located at 215 E. Buffalo Street, with exception to the Santan Freeway Corridor Area Plan, which is not available for purchase, but can be viewed upon asking a City Planner.

NOTICE REGARDING THE REDEVELOPMENT AREA PLAN AND THE SOUTH ARIZONA AVENUE ENTRY CORRIDOR STUDY:

The City Council adopted Resolution No. 4111 on January 17, 2008, which among other minor amendments to the General Plan, accomplished the following:

  • Separated the Redevelopment Area Plan from the General Plan
  • Replaced Districts 1 & 5 of the Redevelopment Area Plan (bounded by Chandler Boulevard, Palm Lane, Pecos Road, and the Union Pacific Railroad) with the South Arizona Avenue Entry Corridor Study. The merged plans are now one area plan that was adopted under the title, "Downtown South Arizona Avenue Area Plan".
  • The land use map of the Redevelopment Area Plan (below) will be updated soon to reflect this change. Until the revised land use is available on this web page, readers should refer to the South Arizona Avenue Entry Corridor Study for future land use designations and policies within the boundaries of Districts 1 & 5 of the Redevelopment Area Plan.
