
CHANDLER, Ariz. – The Chandler City Council met Thursday, Nov 10, taking action on a total of 25 agenda items. Meeting highlights included:
- Introduced and tentatively approved a non-discrimination ordinance titled “Chandler Embracing Diversity, Equity, and Inclusion”. A new chapter (Chapter 63) would be added to the City Code, which adopts provisions to codify diversity, equity and inclusion in the provision of public accommodations, employment and housing in the City of Chandler. The Council will vote on the final adoption of the ordinance on Monday, Dec. 5, and pending approval, it would take effect 30 days later on Jan. 5, 2023.
- Introduced and tentatively approved an ordinance to amend the City Code (Chapters 14 and 35) to allow for backyard chickens within single-family lots. Up to five chickens would be allowed per yard, no roosters would be permitted and residents with chickens must have a chicken coop on their property. The Council will vote on the final adoption of the ordinance on Dec. 5, and pending approval, it would take effect 30 days later on Jan. 5, 2023.
- Voted to continue Item 3 (proposed Data Center ordinance) to the Dec. 5 Council Meeting.
- Introduced and tentatively adopted an ordinance to approve the rezoning and preliminary development plan for McQueen Live Work, a proposed development consisting of nine mixed-use units with residential on the top floor and a working space on the bottom floor, as well as a rear-loaded garage. McQueen Live Work is located north of the northwest corner of McQueen and Warner roads.
- Introduced and tentatively adopted an ordinance to approve the rezoning preliminary development plan for The Downtown District, a mixed-used development including multi-family, office and commercial uses (allowing for building heights up to 120 feet). The vacant project site is 44.7 acres and is located on the northwest corner of Arizona Avenue and the SanTan 202 Freeway.
- Adopted a resolution approving an intergovernmental agreement between the City and Salt River Project Agricultural Improvement and Power District for the Waterfluence Program. The Waterfluence program is a free service available to all non-residential large landscape customers in Chandler to assist with water conservation efforts.
- Awarded a professional services agreement to Wilson Engineers, LLC, for the Ocotillo Water Reclamation Facility capacity evaluation design services, in an amount not to exceed $476,080. This project is to complete a capacity re-rating study and permitting for the newer portion of the facility, potentially increasing its permitted capacity. By re-rating wastewater facilities to meet future needed capacity instead of constructing new facilities, the potential savings to Chandler taxpayers could be $100M in the current construction market.
- Awarded a professional services agreement to Jacobs Engineering Group, Inc., for the Pecos Surface Water Treatment Plant SCADA upgrade construction management services, in an amount not to exceed $230,295. This automation system (Supervisory Control and Data Acquisition or SCADA) controls and monitors the Pecos Surface Water Treatment Plant and approximately 50 remote facilities.
- Awarded a construction manager at risk agreement to Quantum Integrated Solutions, Inc., for the Pecos Surface Water Treatment Plant SCADA Upgrade GMP-1 Construction Services, in an amount not to exceed $2,766,254.46 (related to the item above). The agreement is for guaranteed maximum price (GMP) for procurement of long-lead materials and equipment, site preparation and utility locating.
- Awarded a construction manager at risk agreement to PCL Construction, Inc., for the Reclaimed Water Conveyance Improvements Pre-Construction Services, in an amount not to exceed $628,545.94. This project will construct improvements to the City’s reclaimed water production and conveyance facilities to serve Intel’s expansion of its manufacturing facility. The City will only need to cover 20% of the total cost (Intel and the Arizona Department of Revenue will cover the remaining costs).
- Awarded a professional services contract (amendment No. 2) to Ritoch-Powell & Associates Consulting Engineers, Inc., for the Cooper Road Improvements (Alamosa Drive to Riggs Road) Construction Management Services, increasing the contract limit by $248,894.34, for a revised contract amount not to exceed $1,801,616.59. The construction has been extended due to material shortages, and the schedule for completion of work is revised to December 2022. Construction management is required for this project to ensure compliance requirements during construction.
- Awarded a professional services contract to Dennis L. Lopez & Associates, LLC, for the Lindsay Road Improvements, Ocotillo Road to Hunt Highway Appraisal Services, in an amount not to exceed $76,250.
- Approved an agreement with Cem-Tec Corporation, for streetlight poles, in an amount not to exceed $173,000, for a one-year term, Dec. 1, through Nov. 30, 2023.
- Approved the purchase of portable radios from Motorola Solutions, in the amount of $470,246.86. The radios will be utilized by response personnel with the Chandler Fire Department.
- Approved the purchase of extrication equipment (“jaws of life”) for the Fire Department, from L.N. Curtis, in the amount of $165,191.34. This purchase will be made using Gila River Indian Community grant funds.
- Approved the purchase of a SWAT protector van, from Safeware, Inc., in the amount of $200,859.56 for the Chandler Police Department.
- Approved the purchase of a SWAT Technical Support Truck, from San Tan Ford, in the amount of $66,949,88 for the Chandler Police Department.
- Awarded a professional services agreement to C&S Engineers, Inc., for Airport Operations Garage Pre-Design Services, in an amount not to exceed $114,230. The facility and site design include an approximately 6,000 square foot building to be located on an existing surface parking lot directly west of the existing air traffic control tower.
- Approved the purchase of information technology temporary contract staffing services, from Computer Aid, Inc., in the amount of $65,000. This position will assist with the City’s website development and support.
- Approved a Class B bingo license for the American Legion, Post 91, located at 922 N. Alma School Road.
- Recommended the following liquor license application be approved by the State Department of Liquor Licenses and Control: Series 10, beer and wine store liquor license application for Beyond Smoke, located at 393 W. Warner Road, Suite 118.
During a Study Session held on Monday, Nov. 7, Mayor Hartke and the City Council recognized the following Team Chandler employees for their dedicated years of service:
- Robert Arends, 25 years, Community Services Department
- Jody Crago, 15 years, Chandler Museum/Cultural Development Department
- Lupe Deihl, 15 years, Public Works & Utilities Department
- Triana Sullivan, 15 years, Chandler Fire
During a Regular City Council meeting held on Monday, Nov. 7, the City Council approved the final adoption of several ordinances, including code changes to align with State law that enabled nighttime restrictions on the use of fireworks and adding Diwali to the list of approved holidays. Also during the meeting, Chandler Police Chief Sean Duggan provided a briefing on Police Department staffing and recent hires, and Chandler Fire Chief Tom Dwiggins briefed the Council with data on COVID-19, the flu and the bird flu.
