Community Development administers funds and programs that promote the improvement of the quality of life for families who are low and moderate-income and assists in the stabilization of Chandler neighborhoods.
Community Development does so by implementing affordable housing programs, partnering with nonprofit, faith-based agencies and other city departments to address and meet basic and critical human needs, and providing resident assistance.
Homeless Services
The City of Chandler participates in the Maricopa Regional Service System to prevent and end homelessness in Maricopa County. Currently, our region’s needs are outpacing capacity for affordable housing, emergency shelter resources, and supportive services, leaving older adults and persons with disabilities, families with children, and single individuals without a place to call home, or a safe, temporary alternative.
The ultimate goal is to ensure homelessness is rare, brief and non-recurrent.

The Chandler Cares team is based out of the City’s Neighborhood Resources Department and is available to assist you and your family when dealing with difficulties related to the country’s ongoing situation. If you have experienced a loss of income, have unexpected expenses or are in need of food, medical, utility, rental or other assistance, reach out to the Chandler Cares Team for assistance.

The First Time Homebuyer Program provides affordable homeownership opportunities for low-income, Chandler first-time homebuyers who are priced out of the current housing market. Households with incomes below 80% of the Area Median Income are eligible.
The City of Chandler's Housing Rehabilitation Programs are designed to provide assistance to homeowners who are low- and moderate-income necessary to improve their living conditions and elevate neighborhoods within the city.

In collaboration with Mesa United Way and Azura, the VITA program provides free tax preparation to low- and moderate-income taxpayers, seniors, and those with disabilities.

Plans and Reports
As an entitlement community, the City of Chandler receives an annual allocation of Community Development Block Grant and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development. Funds principally support persons with low- and moderate-income and a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. As a recipient of federal funding, the city is required to submit various reports to remain in compliance.
Community Needs Assessment
Chandler convened a community-wide Community Needs Assessment (CNA) process to identify ways to better serve the community now and in the future. The purpose of the CNA is to:
- Determine the human service needs of Chandler residents, including those who are low- and moderate-income;
- Identify barriers and gaps that prevent Chandler residents from accessing resources and services;
- Provide validated data for current and future planning needs; and
- Begin to garner community input for the 2020 Five-Year Consolidated Plan required as part of Chandler’s Community Development Block Grant (CDBG) entitlement.
