Effective July 11, 2026, the City of Chandler has established clear rules for when the feeding or keeping of non-domesticated birds, such as feral pigeons, constitutes a prohibited nuisance under city code.
Please check with your homeowner's association (HOA) to find out if there are additional rules regarding bird feeding within your community.
Bird Feeding and Keeping Regulations
City Code Section 30-20, O
Bird feeding and keeping are permitted only if all of the following conditions are met:
- Feeding does not create an accumulation of droppings on the feeder's property or neighboring properties that is discernible by sight or smell from a neighboring public or private property
- The property does not become an attractant for rodents or other wild animals
- All bird feeders are placed at least five feet above the ground
This ordinance does not apply to chickens kept in compliance with Chapter 14 of the Chandler City Code.
Prohibited Conditions
City Code Section 30-20, O
No person may keep or feed non-domesticated birds in a manner that interferes with the peace, quiet, comfort, or enjoyment of neighboring public or private property, or that creates a public health or safety hazard.
Prohibited conditions include, but are not limited to, unsanitary conditions or property damage caused by the keeping or feeding of non-domesticated birds.
