Gaming - Prop 202 Funding
Proposition 202 stipulates that municipalities may apply directly to the tribal communities for gaming grant funds and a local non-profit organization may submit applications to tribal communities if said applications are “sponsored” by a municipality. Sponsorship requires approval by the municipality’s governing body in the manner required by the tribal community. By sponsoring an organization’s application, the municipality agrees to act as a pass-through for distributing the gaming grant funds.
In cases where the City of Chandler agrees to act as a pass-through, the municipality receives the grant funds from the tribal community and in turn issues a check to the non-profit organization. The City of Chandler Council approves a grant pass-through resolution prior to the distribution of the grant funds.
The City of Chandler supports both external partners and internal departments seeking Indian Gaming Grant (Prop 202) funding from Arizona tribal communities. To maintain alignment with city procedures and ensure timely submissions, applicants must follow the guidelines outlined below.
It is the responsibility of the applicant to understand the due dates and application requirements of the tribal Community, and to apply directly to the tribal community once authorization is received from the city.
Program Eligibility
City of Chandler Programs
- There is one City of Chandler deadline for each tribal community
- January 6 all Internal City of Chandler requests are due and must follow the Grant Opportunity Approval Request routing. Requests must align with the city’s strategic priorities.
- Departments are responsible for submitting their application directly to the tribal community after receiving an approval to apply and a signed city council resolution.
Non-profit Organizations
- There is one City of Chandler deadline for each tribal community.
- All external requests for City of Chandler support must be submitted by February 1 to the City of Chandler Grants Program Manager.
- Legally recognized by the I.R.S. as a 501 (c) 3 organization.
- In good standing in the city (e.g. current business license, etc. as applicable)
- The project must directly benefit the Chandler community.
- The grant application cannot be in competition with an application submitted by the city to the same tribal community during the same funding cycle.
All applications must meet the public benefits funding priorities of the tribal community outlined as public safety, mitigation of impacts of gaming, or promotion of commerce and economic development. Examples include:
- Public Safety
- Transportation
- Health Care Services
- Economic and/or Community Development
- Education
- Environment
Process
Grant requests are coordinated by the Grants Program Manager. Council approval is required to apply and accept grant awards.
Request for Support from the City of Chandler
An application briefing must be submitted to include the following information.
- The name of the program/project your agency/department will fund with the grant.
- The amount of funding requested from the tribal community.
- Purpose of the Grant
- Project Summary:
- A short description of the program/project for which you are requesting funding.
- A brief paragraph describing how this program/project will impact on the Chandler community and the projected number or percentage of Chandler residents to be served.
- Your complete contact information includes phone, email and mailing address with a designated point of contact.
Eligible Tribal Communities
Applicants may request City of Chandler support for the following communities:
- Ak-Chin Indian Community
- Fort McDowell Yavapai Nation
- Gila River Indian Community
- Salt River Pima-Maricopa Indian Community is excluded as participation is by invitation only
- Tohono O’odham Nation
Note: Submitting the same application to multiple tribal communities is strongly discouraged.
City of Chandler Support Includes
- A grant application briefing to be presented to the Chandler City Council for informational review and support validation.
- The city will prepare and provide the formal resolution required to accompany each grant application.
Applicant Responsibilities
- Ensure all required documentation is completed and ready for submission to the tribal community by the deadline determined by the tribal community.
- Three weeks prior to the specific tribal community’s deadline.
- Applicants must submit the tribal community grant application cover Sheet to the City of Chandler Grants Program Manager for signature.
Letters of invitation to a non-profit organization
If a non-profit organization or tribal community notifies the City of Chandler that the tribal community would like the non-profit organization to apply for a grant that will pass the funds through the City of Chandler, the city will not review or recommend the grant application but complete the necessary paperwork on behalf of the non-profit organization. Non-profit organizations must comply with all the due dates and timelines prescribed by the City of Chandler for successful completion of the grant process.

- Gila River Indian Community grant documents are posted at Gila River Indian Community. Select “Departments”, then “Office of Treasurer" and scroll down to “Office of Special Funding”.
- An approved resolution by the city council is required to apply for and accept grant awards.
- Applicants must submit the tribal community grant cover sheet for signature three (3) weeks prior to the specific tribal community’s deadline.
- Applicants must submit applications and all accompanying materials via email to GRIC Grants no later than 5:00 p.m. on the posted deadline date. Late applications will not be considered.
- Applications are provided to organizations by invitation only. Contact Salt River Pima Maricopa Indian Community directly for more information.
- If invited to submit an application the non-profit will need to inform the city’s Grant Program Manager for support.
- An approved resolution and IGA will be required only for those proposals identified after a notification of award has been provided by Salt River Pima Maricopa Indian Community.
- All external requests for City of Chandler support must be submitted by February 1 to the City of Chandler Grants Program Manager.
