Solicitation documents and addenda for all City of Chandler projects listed below may be found on the Arizona Procurement Portal.

It is the consultant’s sole responsibility to obtain any and all addenda from the APP prior to submitting their SOQ and to acknowledge receipt and acceptance of the addenda in their submittal as instructed. No separate notification of addenda will be issued. Chandler recommends that consultants regularly check the APP for updated information.

Any interested consultants without internet access may download the complete solicitation and addenda below at any public library or contact Capital Projects at 480-782-3308.

Chandler’s solicitations and contracts for professional services are administered by the Public Works and Utilities Department, Capital Projects Division.

After an agreement is approved by Council and executed with the successful Consultant, a debrief meeting can be scheduled directly with the project PM. Please allow at least three weeks after Council approval for any agreement to be executed.

Chandler does not maintain or distribute RFQ holders lists.

SOQ pdf must be emailed to SOQ Submittals. Consultant should receive an autoreply confirmation of the submittal (if confirmation is not received, check spam folder and ensure SOQ was sent to correct email address).  SOQ’s received after the due date and time will NOT be considered.  All SOQs must be emailed as a pdf attachment.  Any SOQ submitted as a link will not be considered.

Project Description

The city currently maintains over 36,000 potable water valves and over 1,228 miles of potable waterlines. The city is implementing a long-term, risk-based Water Main Replacement Program to upgrade or replace aging water distribution and transmission main infrastructure, improve system reliability, reduce water main failures, and reduce liability from water damage because of main breaks. The program will proactively replace deteriorating water mains before catastrophic failure while coordinating improvements with planned street reconstruction, utility upgrades, and other capital improvement projects. The project may further include sanitary sewer rehabilitation/repair that coincides with the areas for waterline replacements. While not intended to exclude scope, some examples of this type of work includes rehabilitation/replacement of existing sanitary sewer rehabilitation via installation of composite inserts, application of epoxy coating, bench rebuilding/repair and coating, removal of existing concrete adjustment rings and installation of new corrosion-resistant materials, removal of existing manhole frame and cover with installation of new corrosion-resistant materials, removal and replacement of manhole collars, and replacement and/or rehabilitation of existing gravity sewer pipelines via cured-in-place-pipe (CIPP) methods.  The project may also include other city infrastructure improvements such as minor to major pavement maintenance/rehabilitation, ADA improvements, median landscaping and irrigation. The overall approach is to “dig once”, reduce disruption to residents and businesses, and achieve synergy with combining renewal/improvement of city-owned assets and infrastructure. The exact geographic locations of each project area will be determined by city staff, based on the qualifications of the selected firms. The potable water infrastructure included in this program consists of both distribution and transmission mains which range in diameters from 6-inch to 48-inch, associated valves both gate and butterfly-type (direct-buried and in vaults), fire hydrants and laterals, fireline connections and check valves (both above and below-ground), backflow preventers, meters boxes and meter vaults, air release valves and blowoffs, and other associated appurtenances.

The Consultant shall employ industry best practices in asset management, lifecycle cost analysis, constructability review, sustainable design, risk management, and develop cost-effective solutions that maximize long-term infrastructure performance while minimizing construction impacts to residents, businesses, emergency services, schools, utilities, and the traveling public.

The overall objective of this contract is to provide a flexible, multi-year engineering services program that supports the city’s Capital Improvement Program (CIP), maintains regulatory compliance, improves project delivery efficiency, and delivers a predictable annual replacement program that extends the useful life of the city’s water main distribution system.

The city anticipates awarding up to 8 professional services contracts for an initial term of 3 years, with the option of extending the contract in one-year increments for up to 2 additional years, for a total potential contract duration of 5 years, subject to city approval and funding availability.
