CHANDLER, Ariz. – The City of Chandler’s water conservation rebate programs will be extended and amended effective January 1, 2026, as the result of a resolution adopted by City Council.
These water conservation rebate programs and policies are being amended to promote continued participation and ensure funding availability. The updates include:
1) Extend the single-family grass removal rebate, reduce the per square foot rebate amount from $2.00 to $1.50 and reduce the maximum rebate from $3,000 to $2,000;
2) Extend the large landscape grass removal rebate and reduce the maximum rebate from $75,000 to $20,000; and
3) Extend the water efficient technology rebate, amend the policy to include installation costs, and modify Chandler's grant agreement with the Water Infrastructure Finance Authority of Arizona to reduce the funding amount to $600,000.

Grass removal rebates for both residential and commercial customers gained in popularity after changes were made in October 2023 to promote water conservation and support the city’s drought preparedness plan.
Single-Family Grass Removal Rebate
As a result of increasing the rebate from $.20 to $2.00 per square foot and reducing the grass removal minimum from 1,000 to 500 square feet, participation in this program increased by 120%. During 2022-2023, 132,000 square feet of grass was removed and replaced with xeriscape with rebates totaling $25,000. Since October 2023,133,000 square feet of grass was removed with rebates totaling $240,000.
Large Landscape Grass Removal Rebate
After increasing the rebate to cover 25% of the project cost up to a $75,000 maximum, participation in the large landscape grass removal program increased by 260% and total grass removed increased by 300%. In 2022-2023, five HOAs used the grass removal rebate program to remove 94,000 square feet of grass with rebates totaling $15,000. Since October 2023, 371,000 square feet of grass was removed with rebates totaling $770,000.
Water Efficient Technology Rebate
Chandler launched a new water efficient technology rebate program in October 2023, offering to reimburse 50% of the cost up to a $10,000 maximum to install water efficient technology with real-time monitoring. Outreach was conducted to commercial/industrial facility managers for all Chandler businesses with cooling towers, as well as commercial plaza property managers and HOA community managers offering professional water efficiency evaluations and explanations of the rebate benefits. Since October 2023, thirteen customers were approved for this rebate totaling $171,000.
