From 2021 to 2025, there were more than 16,000 crashes on Chandler streets. Of those, 356 resulted in a severe injury and 74 resulted in one or more fatalities. These statistics represent lives lost, families impacted, and community members whose daily lives were permanently changed by traffic crashes.
As Chandler continues to evolve, transportation infrastructure must support a growing population, changing travel patterns, and a variety of transportation modes, including people walking, bicycling, rolling, taking transit and driving.
The Chandler Road Safety Action Plan (RSAP) will develop strategies and actions that improve roadway safety with the goal of significantly reducing or eliminating roadway fatalities and serious injuries.

The Chandler Road Safety Action Plan (RSAP) is being developed as part of the U.S. Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A). The city was awarded $560,000 federal funds through the program and will provide a $140,000 match from local funds.
The purpose of SS4A Grants is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through plan development and implementation focused on all users, including pedestrians, bicyclists, public transportation users, motorists, micro-mobility users and commercial vehicle operators.
The goal of the SS4A program is to support safer transportation systems and move communities toward a future with fewer serious crashes and traffic-related fatalities.
The Chandler Road Safety Action Plan is guided by the Safe System Approach, a transportation safety framework focused on preventing serious injuries and fatalities.
The Safe System Approach recognizes that people make mistakes and that the transportation system should be designed to reduce the likelihood that those mistakes result in severe crashes. Safety is a shared responsibility among roadway users, transportation planners, engineers, law enforcement, policymakers and the community.
The approach focuses on five key elements:
- Safer People – Encouraging safe travel behaviors through education, awareness and responsible decision-making
- Safer Roads – Designing and maintaining streets that help prevent crashes and reduce crash severity
- Safer Speeds – Managing vehicle speeds to levels that are safer for all roadway users.
- Safer Vehicles – Supporting the use of vehicles equipped with modern safety features and technologies
- Post-Crash Care – Ensuring emergency response and medical services can quickly assist people involved in crashes
By addressing all aspects of the transportation system, the Safe System Approach helps create safer streets for everyone who walks, bikes, rolls, takes transit, or drives in Chandler.
The City of Chandler’s Roadway Safety Action Plan kicked off in June 2026 and will be developed through July 2027 with City Council approval. The major milestones of the planning process will include three phases of community engagement and are noted below. The first phase of engagement will take place in September 2026. The final plan will be published in July 2027.
