Brought to you by the City of Chandler Connection & Impact Division, the Dr. Martin Luther King Jr. Awards Program honors the accomplishments of Chandler area residents, including youth who contribute significantly to creating a compassionate and socially just community through their dedication to human and civil rights.
The Dr. Martin Luther King Jr. Awards Selection Committee will oversee the selection process for the following awards:
Dr. Martin Luther King Jr. Distinguished Achievement Award
This award recognizes individuals who embody the values and ideas of Dr. King as evidenced by their extensive work promoting social and economic justice, defending civil rights, and enhancing the dignity of all people in the Chandler community.
Emma Arbuckle Empowerment Award
This award recognizes individuals who work to empower the community by creating opportunities for leadership, racial equality, and solidarity.
Ms. Emma Arbuckle was a South Chandler resident who was a leader, advocate, and mother figure in the local community.
Youth Action Award
This award recognizes a student (18 and younger) actively working to promote non-violence, commitment to service, and courage amongst their peers.
This nominee should actively work in the community in a capacity that supports Dr. MLK Jr.’s values.
The winner of this category will receive a $500 award.
Process and Timeline
- Nominations will open on Monday, Nov. 2, 2026.
- Nominations closed on Friday, Dec. 11, 2026 at noon.
- The selection committee will review nominations and winners will be notified the week of Dec. 14, 2026.
- Award winners will be honored at an Awards Ceremony on Friday, Jan. 15, 2027.

The nominee should be a resident of Chandler, Arizona, be employed within the city, and/or serve the city in some capacity. The nominee should have a track record of actively serving and making a positive impact on the Chandler community. This ensures that the individual has a direct connection to the community.
The nominee should demonstrate a commitment to the principles and ideals championed by Dr. Martin Luther King Jr., such as equality, social justice, civil rights, and community unity.
It's important that the nominee has made contributions to the Chandler community during 2025. These contributions should align with Dr. King's legacy and ideals.
The nominee should have a strong reputation for integrity, honesty, and ethical conduct. Their character should reflect the values and spirit of Dr. King.
Nominations are reviewed and scored by a panel of community judges who bring diverse perspectives and expertise to the evaluation process.
Nominees will be evaluated on a scale of 1 to 5, with 5 representing exceptional achievement and 1 representing minimal alignment with the criteria. Points will be awarded based on the strength and detail of the nomination. Please review the categories carefully before submitting your nomination.

Frank Narducci, a dedicated educator whose 29-year career in Chandler has profoundly shaped our schools and community. From classroom teacher to principal, director, assistant superintendent, and now superintendent, Frank has led with the belief that education is a game changer for children and the lifeblood of thriving communities. His leadership has strengthened Chandler’s schools, making them models of excellence while ensuring every student—especially English Language Learners, Native American, Hispanic, and African American students—has equitable access to opportunities and resources.
Frank has championed initiatives like dual-language programs, the Seal of Biliteracy, the district’s Community Education Department, and Chandler’s first powwow, fostering inclusion, cultural awareness, and community connection. Known for his compassion and dedication, Frank exemplifies the spirit of Ubuntu—“I am because we are”—ensuring that students, families, and staff feel seen, heard, and supported.
Ramya is a leader whose dedication to community, youth, and culture embodies the legacy of Emma Arbuckle. Over the past decade, Ramya has built inclusive platforms that empower young people, preserve cultural heritage, and bring diverse communities together across Chandler and Arizona.
Through the Youth Artists Development Association and the Bharat Heritage Organization, she creates spaces for youth and families to connect, celebrate, and grow. From mentoring teens in leadership and arts programs to organizing signature cultural events . Ramya fosters creativity, civic engagement, and community pride. Her work strengthens Chandler’s cultural fabric, uplifts young voices, and ensures every individual has the opportunity to thrive.
Nathan exemplifies the spirit of Dr. Martin Luther King Jr. through his leadership, service, and dedication to justice and community. As a member of his school’s speech and debate team, he uses his voice to promote racial equality, social justice, and empathy, mentoring younger students and performing pieces that inspire reflection and understanding. Nathan consistently demonstrates courage and integrity, addressing challenging topics with honesty while encouraging inclusivity and respect among his peers.
Outside of speech and debate, Nathan has contributed extensively to the Chandler community. He volunteers at his former elementary school, supports younger students in building confidence and skills, and gives back through local events. He shares his musical talents at church, helps prepare materials for teachers, and even donates proceeds from a family business to school programs. Through education, mentorship, athletics, music, and service, Nathan has made a meaningful impact on those around him, making him a deserving recipient of the MLK Youth Action Award.
Dr. Martin Luther King Jr. taught that nonviolence is a way of life rooted in love, commitment, social justice, and leadership. JuanTe Dailey embodies these values through her extraordinary work serving individuals experiencing homelessness in Chandler. When her adult son became homeless following a schizophrenic episode, JuanTe responded with fierce love and compassion. Seeing a broader unmet need, she founded Dsquared4Homeless, transforming a personal challenge into a mission that uplifts others with dignity and care.
Through Dsquared4Homeless, JuanTe has helped improve the quality of life for Chandler residents by supporting individuals with serious mental illness who often fall outside traditional systems. In the past two to three years, the organization’s GAP program has provided financial assistance to nearly 100 people, helping them qualify for housing. Community-driven initiatives such as Dignity Bags and Sleeping Mat Weaving bring Chandler residents together to serve with purpose. Juan Te’s leadership is a powerful example of love in action and a lasting commitment to social justice.

Ruth Maya
Spirit of Unity Award
A dedicated advocate for social justice and equality, Ruth has worked tirelessly to improve the quality of life for all Chandler residents, empowering marginalized groups, bridging cultural divides, and advocating for equitable access to resources.
Her leadership in housing advocacy, community organizing, and policy initiatives reflects Dr. King’s vision of justice and unity. Ruth’s compassion and commitment to building understanding across language and cultural barriers exemplify the transformative power of love.
Through her tireless efforts and unwavering dedication, Ruth has made Chandler a more inclusive and thriving community.
JD Hill
Dr. Martin Luther King Junior Distinguished Achievement Award
As Director of Catch A Vision Ministry, Mr. Hill has devoted his life to serving the Chandler community with compassion and unwavering commitment.
Through his leadership, JD has transformed countless lives by championing social and economic justice, fostering unity, and uplifting those in need. His impactful initiatives, such as organizing food drives, mentoring youth, and advocating for underserved populations, reflect his deep dedication to fairness, love, and equity. JD’s work goes beyond service; he inspires hope, restores dignity, and builds bridges among diverse communities.
JD Hill embodies the values of Dr. King, showing us all the power of courage, commitment, and compassion to create a brighter future.
Shante Saulsberry
Emma Arbuckle Empowerment Award
A compassionate leader and tireless advocate for those in need, Shante has dedicated her life to supporting homeless individuals and helping women escape domestic violence, providing them with the resources and care they need to rebuild their lives.
Her work goes beyond offering assistance—Shante actively creates opportunities for change and progress in our community. She operates a thrift shop that provides essential items to those in need, has authored a book to inspire and guide others, and consistently delivers on her promises to help, no matter the challenge.
Shante’s unwavering commitment and genuine care have transformed lives. One of her clients shared that she was homeless, scared and living in her car with her dog. Ms. Saulsberry stepped in to find her shelter and a path forward. Today, she is thriving thanks to Shaunte’s kindness and determination.
Connor Jarnagan
Youth Action Award
Connor’s life was forever changed in 2022 when he became a victim of violence, but he turned his traumatic experience into a mission for change. His relentless advocacy led to the creation of Chandler’s ordinance prohibiting the sale and possession of brass knuckles by minors, which is a precedent-setting measure now adopted by neighboring cities.
Connor’s commitment to non-violence, social justice, and community service extends beyond legislative efforts. As a City of Chandler lifeguard and active volunteer with local organizations such as Boys Team Charity, Live Love, and Branching Out, Connor has dedicated countless hours to improving the lives of others. His courage, leadership, and unwavering belief in the power of forgiveness and advocacy embody Dr. King’s values.
Through his actions, Connor has not only raised awareness about violence prevention but has also inspired his community to strive for a safer and more inclusive future.
Nidhi Achanta
Honorable Mention, Youth Action Award
Inspired by Dr. King from a young age, Nidhi has worked passionately toward social justice and women’s empowerment through non-violent means. She has led peaceful protests, participated in Youth in Policy, and embraced diverse perspectives through Girl State at the University of Arizona.
As Red Cross president, Nidhi has organized blood drives and volunteer events, while her involvement with "She is the First" has funded girls’ education. She also volunteers at hospitals, teaches swimming to younger students, and serves as an active National Honor Society member. Aspiring to be a lawyer, Nidhi is committed to equality and justice for all.
