Request for Qualifications

Solicitation documents and addenda for all City of Chandler projects listed below may be found on the Arizona Procurement Portal.

It is the consultant’s sole responsibility to obtain any and all addenda from the APP prior to submitting their SOQ and to acknowledge receipt and acceptance of the addenda in their submittal as instructed. No separate notification of addenda will be issued. Chandler recommends that consultants regularly check the APP for updated information.

Any interested consultants without internet access may download the complete solicitation and addenda below at any public library or contact Capital Projects at 480-782-3308.

Chandler’s solicitations and contracts for professional services are administered by the Public Works and Utilities Department, Capital Projects Division.

After an agreement is approved by Council and executed with the successful Consultant, a debrief meeting can be scheduled directly with the project PM. Please allow at least three weeks after Council approval for any agreement to be executed.

Chandler does not maintain or distribute RFQ holders lists.

Project Description:

The City of Chandler (City) seeks to establish on-call professional services contract to provide in-office right-of-way consultant support services for its Capital Improvement Program (CIP) and public infrastructure projects. Services will focus on right-of-way acquisition, easement procurement, real estate coordination, documentation, and stakeholder engagement across multiple projects.

Consultant will function as a non-city employee extension of the City’s Real Estate Services Section and must ensure full compliance with federal, state, and local requirements, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act) and Arizona Department of Transportation (ADOT) Right of Way Procedures Manual. Consultant must demonstrate strong experience in public-sector real estate services, coordination across multiple departments and stakeholders, and the ability to manage project schedules, documentation, and acquisition activities efficiently.

The intent of this solicitation is to obtain highly qualified professional real estate and right-of-way consulting firm with demonstrated experience in public-sector real estate services, right-of-way acquisition, easement procurement, property rights coordination, title and document review, property owner negotiations, relocation coordination, and acquisition file management to provide timely, accurate, compliant, and consistent support to the City’s Real Estate Services Section and Capital Improvement Program.

The City anticipates awarding one professional services contract for an initial term of one year, with the option to extend the contract in one-year increments for up to four additional years, for a total potential contract duration of five years, subject to City approval and funding availability.

Project Description:

This project mitigates dust by replacing the top 4" to 6" of dirt/older ABC with asphalt milling material. The surfacing material utilized is discarded roadway asphalt milled material that will be recycled and used to create a more dust free driving surface on 19.99 miles of alleys. Alleys are used by homeowners, utility companies and garbage trucks to access backyards, utility boxes and garbage cans daily. This project will improve the alley surface, improve the air quality and reuse/recycle material that is considered discarded from other projects. 

Scope of Work:

The construction management scope of work includes but is not limited to attendance of weekly construction meetings, review, evaluation, and response to CPM schedules, Requests for Information (RFIs), shop drawing submittals, field directives, Requests for Proposals (RFPs), and contractor pay applications, as well as field inspections and associated services.

Coordination with the designer of record, the contractor, and key stakeholders will be critical to the success of this project.
