Chandler adopts ordinance to add E-bike regulations to city code

CHANDLER, Ariz. – At the June 11 meeting, Chandler City Council adopted an ordinance to add regulations regarding the use of electric bicycles. The Ordinance was adopted tentatively at the May 21 City Council meeting and will take effect July 11.

Electric bicycles (E-bikes) have become increasingly popular in recent years. To address this increasing popularity of E-bikes and the subsequent increase in related injuries, many valley cities have adopted regulations limiting how, where and by whom different classes of E-bikes can be operated.

Chandler did not have local E-bike regulations and followed Arizona state law prior to adopting these regulations. Chandler has not experienced a high number of recorded E-bike crashes to date, but the city has received numerous complaints about high-speed E-bikes. The regulations in the ordinance, along with a robust public education plan, aim to alleviate some of these E-bike concerns.

The new regulations include:

  • Helmets required for E-bike riders under age 18
  • 16-year minimum age to ride Class 3 E-bikes (fastest class of E-bikes, maximum speed of 28 miles per hour)
  • Class 3 E-bikes prohibited on sidewalks, shared use paths and in city parks
  • 15 miles per hour speed limit for Class 1 and 2 E-bikes on sidewalks, non-canal* shared use paths and in city parks, including a 5 miles per hour speed limit when passing pedestrians
  • Front light and rear red reflector required when riding at night, consistent with existing state law

*No motorized vehicles, including E-bikes, are permitted on canal shared-use paths, such as the Paseo Trail and Western Canal Path.
