Chandler City Council approves bond sales for city and utility projects

Chandler, Ariz. – Chandler City Council has authorized two bond sales that will fund major improvements to city facilities, streets, parks and water and wastewater infrastructure.

Planned capital projects will use $175 million in general bond obligation authorization approved by Chandler voters in 2021 and prior years. The bonds will be repaid from secondary property taxes with no change to the current property tax rate. Chandler’s long-standing practice of timing new bond sales as existing debt is paid off ensures improvements come with no projected increase to property tax rates.

These projects include improving the Ray Road/Dobson Road Intersection, Kyrene Road south of Chandler Blvd and Alma School Road between Germann and Queen Creek roads. In addition, the bond sales will fund construction of the first phase of Mesquite Groves Park, a new Police Forensic Services Facility, a new Traffic Management Center and renovations of existing city buildings.

Another set of planned utility infrastructure projects totaling $205 million in excise tax revenue obligations will be repaid through water and wastewater rates paid by utility customers.

These projects include water treatment plant improvements, water main replacements, water production facility improvements, sewer assessment and rehabilitation, water reclamation facility improvements and a redundant 66-inch sewer line under the Loop 202 Santan Freeway.

Chandler has been AAA rated from all three bond rating agencies on its general obligation bonds since 2010 and, in 2023, we became the first Arizona city to earn the top AAA rating from all three bond rating agencies on its excise tax revenue obligations. These excellent credit ratings produce substantial savings for rate and taxpayers and more flexibility to invest in city facilities, parks, public safety, streets and utility infrastructure.
