- Signs during construction: Signage requirements during construction include displaying a red background with white lettering indicating "FIRE DEPARTMENT ACCESS" at the primary entrance to the construction site, ideally on the street with the assigned address. Additionally, the project's name, address, and emergency contact number must be prominently displayed at the main entrance.
- Fire Department access during construction: Fire department vehicle access roads must be established and kept operational during construction. Temporary access routes should maintain a clear width of at least twenty (20) feet and a vertical clearance of at least fifteen (15) feet. These fire lanes must be constructed using six (6) inches of compacted AB, gravel, or other approved all-weather materials. Trenching across fire access roads is strictly prohibited.
- Permanent fire vehicle access roadways: Fire vehicle access roads designated for permanent use must maintain a minimum unobstructed width of twenty (20) feet, excluding shoulders, with approved security gates permitted per Section 503.6 of the current International Fire Code adopted by the City of Chandler. These roads must also provide a vertical clearance of at least fifteen (15) feet and be surfaced with all-weather material. In the presence of hydrants along the access road, the width requirement increases to a minimum of twenty-six (26) feet, also surfaced with all-weather material.
- Hydrants: Adequate fire flow and water supply, as approved, must be provided and sustained during the construction process. Before any combustible materials are introduced to the site, a water supply approved for firefighting purposes must be accessible.
- All activities related to the inspection, testing, or maintenance of fire protection systems must be carried out by a contractor licensed by the State of Arizona and currently permitted by the Chandler Fire Department, as outlined in FD Form No. 707 - Fire Protection Contractor Permit.
- Any construction, modifications, or installations must adhere to nationally recognized codes and standards as well as the regulations outlined in the City Codes.
- The installation of fire sprinkler systems must align with the adopted Fire Code, referenced NFPA standards, and the applicable City of Chandler Codes.
- Installation of fire alarm systems must adhere to the adopted Fire Code, NFPA 72, and the relevant City of Chandler Codes.
- The installation of standpipe and hose systems must conform to the adopted Fire Code, NFPA 14, and the regulations set forth in the City of Chandler Codes.
- Installation of wet chemical extinguishing systems must adhere to the adopted Fire Code, NFPA 17A, and the applicable City of Chandler Codes.
- Fire Department Connections (FDCs) must comply with the adopted Fire Code, Building Code, and NFPA standards. They should feature two and a half (2½) inch female swivels with National Standard Threads (NST). Unless approved by the Fire Marshal or within the Downtown Development Area per FD144, FDCs should not be situated on buildings. Regarding hydrants, driveways, buildings, and landscaping, FDCs must be positioned in a way that fire apparatus and hoses connected to supply the system do not obstruct access to buildings for other fire apparatus. Typically, FDCs should be located on private property six (6) to ten (10) feet behind the street curb at a permanent site entrance, unless otherwise approved by the Fire Marshal.
- All fire department hose connections and standpipe hose connections designated for fire department use must feature two and a half (2½) inch National Standard Threads. No hoses are permitted to be attached to the fire department hose stations.
- For residential (multi-family) properties, all private shared domestic and residential fire line mains must be equipped with a reduced pressure backflow device as specified in COC Detail C-315.
- The Fire Alarm Room(s) and Fire Sprinkler Room(s) must be appropriately signed as per FD106 requirements, and zone maps for fire alarms and sprinkler systems must be displayed at each respective location (i.e., panel and riser). Fire riser rooms shall be housed in a dedicated space with an exterior door unless an alternative location has been approved by the fire marshal.
Any alterations made to current fire protection systems must undergo plan review and permit issuance by the Development Services Division. Plans must be reviewed, approved, permits issued, and on-site before work commences.
New construction and tenant improvement inspections are conducted by the Building Safety Department within the Development Services Division. Please utilize the online scheduling tool available at https://developmentpermits.chandleraz.gov/clics/ to arrange inspections.
Additionally, Chandler Fire Department approval is required for all new construction or major tenant improvement projects before Temporary Certificate of Occupancy (TCO), Certificate of Occupancy (COO), or Certificate of Compliance (COC) can be issued. The contractor must furnish the City Inspector with the following documents upon successful completion of the system test and before City acceptance of the system:
- "Contractor’s Material and Test Certificate for Aboveground Piping" in accordance with NFPA 13.
- "Contractors Material & Test Certificate for Underground Piping" in accordance with NFPA 24.
- "Certificate of Compliance" for fire alarm systems in accordance with NFPA 72.
