Arguments are limited to 300 words in length
Electronic Filing and Payment
Completed argument forms can be emailed to Elections. A payment link will be sent upon receipt of the completed form. Arguments are not considered filed until payment has been received.

Each hard copy argument filed must also be submitted in electronic format to the City Clerk’s Office at Elections.
Pursuant to Resolution No. 5988, arguments submitted for Proposition 430 – Continuation of Local Alternative Expenditure Limitation – Home Rule Option shall contain the original, notarized signature of each person sponsoring the argument.

- Proposition 430 – Home Rule Argument Form – Organization
- Proposition 430 – Home Rule Argument Form – Political Committee
For all other ballot measures, each argument filed must contain the sworn statement of each person sponsoring it.
Individual Filing
If submitted by an individual and not on behalf of an organization, a political committee, or any other group, the person must submit the argument with a sworn statement.
Organizational Filing
If submitted by an organization, it must contain the sworn statement of two executive officers of the organization.
Political Committee Filing
If submitted by a political committee, it must contain the sworn statement of the committee’s chairperson or treasurer.
The names of persons or entities submitting written arguments will be included in the Information Pamphlet. Persons signing the argument must give their residence address and telephone number, which will not appear in the information pamphlet, except that the person’s city or town and state of residence will appear in the pamphlet.
