City of Chandler to convert turf to low-water-use xeriscape in several retention basins

CHANDLER, Ariz. – Chandler City Council awarded agreements for the Turf to Xeriscape program at their meeting on June 26.

This project is the first of two planned phases as part of the Turf to Xeriscape program and will convert approximately 25 acres of turf (grass) located in stormwater retention basins to desert adapted landscapes. The program is an example of the city’s strategic direction to embrace sustainability and continue to be a leader in water conservation.

This phase will affect seven sites located north of the Loop 202 Santan Freeway between Kyrene Road and Arizona Avenue. Removing the turf and replacing it with drought-tolerant trees and plants will reduce water usage by approximately 22.5 million gallons per year with the completion of both phases.

Water management is a key part of Chandler’s commitment to a sustainable water supply. This program fulfills the goal to reduce the city’s water consumption when and where possible.

This project is partially funded by a grant from the Water Infrastructure Finance Authority of Arizona (WIFA). The designs for each basin were created by J2 Engineering and Environmental Design.

The project team conducted an extensive public outreach in 2024, including mailing more than 3,100 postcards and hosting two public meetings, one for each group of sites. Residents were invited to review proposed improvements at public meetings and provide feedback via an online survey, website and hotline. Staff then presented the exhibits with recommendations to the Sustainability and Technology Council Subcommittee in November. The designs were revised to incorporate Council's guidance and staff updated the project website and re-engaged with residents through emails and direct calls.

The project scope of work consists of sod removal, edge preparation, pre-emergent, as well as the installation of screened granite, new irrigation controllers, drip irrigation, shrubs and trees.

The construction agreement was awarded to ELS Construction, Inc. The related agreement for construction management services was awarded to Burgess & Niple, Inc.
