Recap of Chandler City Council Meeting on May 13, 2021

Water Safety Month proclamation

CHANDLER, Ariz. – The Chandler City Council met at 6 p.m. Thursday, May 13, taking action on a total of 28 agenda items. Meeting highlights included:

  • Adopted a resolution to approve the City Council Strategic Framework for 2021-23. Major updates include: a more prominent commitment to diversity, equity and inclusivity through an update to Chandler’s brand statement; broadened the focus area on Infill and Redevelopment and renamed it Economic Vitality; and a more distinct focus on higher education, workforce development and entrepreneurship programs.   • Approved a resolution to allocate spending of federal funding from the American Rescue Plan Act and the AZCares grant (contingency fund), totaling $43,123,751. These funds will be allocated beginning July 1, towards the Council’s focus areas as previously discussed during a Strategic Micro-retreat.
  • Approved a project agreement with Nesbitt Contracting Company, Inc., for the American Disabilities Act project updates, in an amount not to exceed $839,992.28. The work will correct ADA issues in the downtown area, specifically on Boston, Washington and Chicago streets.
  • Authorized a development agreement between Specht Commercial Properties, LLC, and the City of Chandler for the sale and redevelopment of City-owned real property located at 51 E. Boston St. As part of the agreement, the buyer must operate a live comedy entertainment venue for a minimum of five years, as well as complete all improvements and begin operating no later than Dec. 31.
  • Approved the introduction of an ordinance to annex approximately 10 acres and initial City zoning (Agricultural AG-1), east of the southeast corner of Chandler Heights and Cooper roads.
  • Approved the introduction of an ordinance to approve the rezoning, preliminary development plan and preliminary plat for McKinley Glenn, a single-family residential subdivision, located at the southeast corner of Chandler Heights and Cooper roads.
  • Approved the San Tan area plan amendment located at the northwest corner of Dobson and Pecos roads; introduced and tentatively adopted an ordinance to approve the rezoning (from Agricultural to Planned Area Development) for the Dobson/Pecos development; and approved the preliminary development plan and preliminary flat also related to this development.
  • Approved a preliminary development plan for Chandler Connection, a proposed flex industrial building that allows for a mix of uses including light manufacturing and warehouse storage with supporting office component, located east of the southeast corner of Germann and Cooper roads.
  • Approved the purchase of signage for the West Chandler Employment Corridor, from YESCO, LLC, in the amount of $239,937. The nine signs will be placed in strategic areas in West Chandler, as part of a branding initiative led by the Economic Development Division.
  • Approved the purchase of Information Technology temporary contract staffing services, from Computer Aid, Inc., in the amount of $987,800.
  • Authorized intergovernmental agreements with Chandler Unified School District No. 80, Kyrene School District No. 28 and Mesa Unified School District No. 4 to assign school resource officers to schools located within city limits. The Kyrene School District has two officers assigned and the Mesa Unified School District has one officer assigned. Chandler Unified has seven officers assigned for the 2020-21 school year and will have eight officers assigned starting with the 2021-22 school year.
  • Approved the annual assessment for City of Chandler, Downtown Chandler Enhanced Municipal Services District for the fiscal year commencing July 1, 2021, and ending June 30, 2022.
  • Approved an agreement with H&E Equipment Services, Inc., for the purchase of two street sweepers, in an amount not to exceed $501,657.26, with a Maricopa Association of Governments grant program reimbursement of $473,062.80.
  • Approved the purchase of maintenance, repair and operations (MRO) supplies and related services from WESCO Distribution, Inc., in an amount not to exceed $1,850,000. This approval includes the purchase and installation of two new power transformers, new wiring and associated support equipment needed at the Pecos Surface Water Treatment Plant.
  • Recommended a Series 6, bar liquor license application be approved by the State Department of Liquor Licenses and Control for The Perch, LLC, 220 S. Arizona Ave.
  • Recommended a Series 12, restaurant liquor license application be approved by the State Department of Liquor Licenses and Control for The Double Dutch, 1890 W. Germann Road, Suite 1.
  • Recommended a Series 7, beer and wine liquor license application be approved by the State Department of Liquor Licenses and Control for Homewood Suites Chandler, 7373 W. Detroit St.
  • Recommended a Series 12, restaurant liquor license application be approved by the State Department of Liquor Licenses and Control for Mambo’s Dominican Kitchen, 1950 N. Arizona Ave., Suite 8.

The meeting adjourned at 6:40 p.m.

During a Study Session held on Monday, May 10, the Mayor and City Council honored four City employees for their dedicated service, including: Chad Ecalono, Chandler Police, 15 years; Salvador Leyvas, Public Works & Utilities Department, 15 years; Erich Kuntze, Public Works & Utilities Department, 20 years; and Christine Vrabec, Public Works & Utilities Department, 20 years.

The Mayor, Councilmember Christine Ellis and the Council also presented the following proclamations during the Study Session:

  • May 16–22: Public Works Week,
  • May as Water Safety Month.
