As an entitlement community, the City of Chandler receives an annual allocation of Community Development Block Grant and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development. Funds principally support persons with low and moderate income as well as a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. As a recipient of federal funding, the City of Chandler is required to submit various reports to remain in compliance.

Consolidated Plan

The Consolidated Plan is for a five-year period and helps the City of Chandler to assess affordable housing, community development needs, and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from HUD formula block grant programs.

Annual Action Plan

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

The City of Chandler's planned use of Community Development Block Grant (CDBG) funding for Fiscal Year 2023-2024 is included in the FY2023-2024 Annual Action Plan.

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER generally describes accomplishments realized by using Federal Funds during the most recent program year. General-funded social service programs that leverage HUD funds to address the social needs of residents also are included. The purpose of this report is to measure Chandler’s success in meeting the priority needs, goals and strategies described in both the City’s Five-Year HUD Consolidated Plan and Annual Action Plan.
